The New York Transportation Infrastructure Bond did not make the November 3, 2015 ballot in New York as a legislatively referred bond question. The measure would have authorized the issuance of $4.5 billion in bonds for the preservation, enhancement, restoration and improvement of the state's transportation infrastructure. Specifically, projects would have included state highways, bridges and parkways, airports and aviation facilities, the canal system, ports, marine terminals, freight rail, border crossing enhancements, urban, commuter and intercity passenger rail, omnibus, mass transit and rapid transit systems, and pedestrian and bicycle trails.[1]

The proposed ballot title was:[1]
“ | Shall chapter [here insert the number of the chapter] of the laws of 2015 known as the transportation infrastructure bond act of 2015, authorizing the creation of state debt in the amount of four billion five hundred million dollars ($4,500,000,000) to provide moneys for the improvement, enhancement, preservation and restoration of the quality of the state's transportation infrastructure, including the state's highways, bridges, canals, ports, airports, rail and transit systems, be approved?[2] | ” |

According to Section 11, Article VII of the New York Constitution, a majority vote is required in the Legislature to qualify the bond question for the statewide ballot. Measures are required to be passed by the Legislature at least three months before the general election. The Legislature was required to approve the bond question by August 3, 2015, to get the measure placed on the November 3, 2015, ballot.
Only one bond question may appear on the ballot per general election. The Environmental Conservation Projects Bond and the Urban Restoration Bond were also proposed as bond questions.
The question did not make it to the ballot. It was referred to committee but was never taken up.[1]
