Nora S. Anderson
Nora S. Anderson is a surrogate of the New York County Surrogate's Court in New York. She has served in this position since 2009, following her election in 2008. Her current term ends in 2023.[1][2]
Education
Anderson received her B.A. from Hampton University in 1973 and her J.D. from Brooklyn Law School in 1982.[1]
Career
Anderson began her career in 1982 as a trial attorney for the Legal Aid Society. in 1986, she became a senior law clerk to Hon. Albert P. Williams. She then worked as an attorney for the firm of Powell & Anderson from 1993 to 1996. From 1996 to 1999, she worked as Deputy Clerk and then Chief Clerk of the Office of Court Administration for the New York County Surrogate's Court. After working as Counsel to Seth Rubenstein, P.C. from 1999 to 2008, she was elected to the Surrogate's Court, where she assumed office in 2009.[1]
Ethics violation
In October 2012, Judge Anderson was censured by the New York Commission on Judicial Conduct for campaign finance manipulation during her 2008 campaign for the Surrogate's Court. Though campaign contribution limits from an individual non-family member were set at $33,122.50, Anderson knowingly accepted $250,000 from a former boss for her campaign. Since there was no limit on personal contributions, she accepted the funds, put them into her own bank account, then donated them to her campaign.
The judge was criminally tried for this action in 2010, though she was acquitted. In 2012, the state judicial conduct board censured the judge for the action. It did not recommend removal, since an investigation found that Anderson did not intend to break the law.[3]
