Norma Vielma (also known as Nelly) was a member of the Laredo City Council in Texas, representing District 5. Vielma assumed office on December 27, 2016. Vielma left office on December 22, 2020.

Vielma ran for re-election to the Laredo City Council to represent District 5 in Texas. Vielma lost in the general runoff election on December 12, 2020.

Vielma received a B.A. in criminal justice, an M.A. in counseling psychology from Texas A&M International University, and a J.D. from St. Mary's University.[1][2]

As of her run for city council in 2016, Vielma owned her own law office, the Vielma Law Firm. Her professional experience also includes work as a chief felony prosecutor for the Webb County and Zapata County District Attorney's Office, an elementary school teacher in the United Independent School District, a mental health manager at Border Region MHMR Center, and a grant writer for the Laredo Community Development and Economic Development Departments.[1][2]

Vielma has served as a consulting attorney for the regional Mexican consulate and an immigration attorney for the Catholic Diocese of Laredo. She has also served as the continuing legal education director for the Webb County Bar Association, a legal aid liaison and founding coordinator of the Pro-Bono Social Justice Night Court, the founder and organizer of the Annual Summer Fun Fest for Victims of Crime and At-Risk Youth, and a board member for the domestic violence shelter Casa de Misericordia and the at-risk population outreach organization Don't Give Up.[2]

The city of Laredo, Texas, held elections for city council on November 8, 2016. The filing deadline for candidates wishing to run in this election was August 22, 2016. Four of the seven city council seats were up for election. The District 4 race advanced to a runoff election on December 17, 2016. Norma Vielma defeated incumbent Roque Vela Jr. in the Laredo City Council District 5 general election.[3]

Vielma's 2016 campaign website listed the following goals:

  • Work to create a culture that is inviting to industry – trade, logistics, manufacturing, retail, banking, and others.
  • Eliminate wasteful spending, providing accountability, transparency and efficiency regarding how our taxes are spent. Invest in programs that diversify our local economy, create jobs, train our workforce, and retain local talent.
  • Improve our infrastructure – including traffic/transportation and problem drainage areas.
  • Collaborate with our law enforcement agencies and associations to improve overall community safety, but especially around schools, neighborhoods, and community venues and events.
  • Improve our quality of life by representing the City's interest as a whole and not follow the unwritten rule 'it's not in my district'.[2][4]
