One ballot measure was certified to appear on the North Carolina ballot during the primary election on March 15, 2016. The measure was a legislatively referred bond question and was approved.
North Carolina does not allow any form of citizen-initiated ballot measures, so all ballot measures must be referred by the legislature. The state legislative session was projected to run from April 25 through mid-July 2016, during which time the North Carolina Legislature could place legislatively referred constitutional amendments on the ballot. In order for the legislature to put a proposed amendment on the ballot, it must be approved by a 60 percent majority of both the legislative chambers. Once on the ballot, constitutional amendments must be approved by a majority of the electorate.
