Sixteen statewide ballot measures were on the September 2 and November 4, 1980 ballots in North Dakota.

• Eleven of the measures were legislatively referred constitutional amendments.
• Three of the measures were veto referendums.
• Two of the measures were initiated state statutes.
• Seven of the measures were approved and nine were defeated.
