The North Dakota Board of Higher Education Nominating Committee Referendum, also known as Measure 5, was on the November 2, 1982 ballot in North Dakota as a legislatively referred constitutional amendment, where it was defeated. The measure would have modified the nominating committee for the Board of Higher Education.[1]
