The North Dakota Boards of Education Referendum, also known as Amendment 5, was on the September 7, 1976 ballot in North Dakota as a legislatively referred constitutional amendment, where it was defeated.[1] The measure would have created a board of public education and a board of higher education. It also would have removed the Superintendent of Public Instruction as a constitutional officer.[2]
