The North Dakota Effective Date of Legislation Referendum, also known as Measure 1, was on the November 3, 1992 ballot in North Dakota as a legislatively referred constitutional amendment, where it was approved.[1] The measure made the effective date for all legislation, except appropriation and tax measures, August 1 after filing with the Secretary of State or 90 days after filing if filed on or after August 1 and before January 1 of the following year. The effective date for appropriation and tax measures remained July first.[2]
