The North Dakota Higher Education Costs Referendum, also known as Number 1, was on the September 3, 1968 ballot in North Dakota as a legislatively referred constitutional amendment, where it was approved.[1][2] The measure allowed the legislative assembly to authorize tuition, fees and service charges to fund public schools of higher education.[3]
