The North Dakota Institutions of Higher Education Amendment was not on the ballot in North Dakota as a legislatively referred constitutional amendment on November 3, 2020.[1]
This amendment would have removed from the constitution the specific names, locations, and missions of state institutions of higher education.[2]
Voters rejected a similar amendment in 1998.

The measure would have amended section six of Article VIII and sections 12 and 13 of Article IX of the state constitution.[2]

To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the North Dakota State Senate and the North Dakota House of Representatives.
This amendment was introduced as House Concurrent Resolution 3016 on January 3, 2019. The state House approved the amendment in a vote of 56 to 32, with six absent or not voting, on March 5, 2019. The Senate rejected the amendment in a vote of 41 to three, with two absent or not voting. The District 20 seat was vacant at the time of the Senate vote.[1]
