The North Dakota Legislative Deadlines and Tax Authority Referendum, also known as Amendment 1, was on the September 5, 1978 ballot in North Dakota as a legislatively referred constitutional amendment, where it was defeated.[1] The measure would have amended the deadlines for the introduction of bills in the legislature and the general appropriation bill. It also dealt with the levying of a poll tax and the general powers of the legislature regarding tax matters.[2]
