North Dakota State Revenue Limitation Referendum, Amendment 3 (1978)

The North Dakota State Revenue Limitation Referendum, also known as Amendment 3, was on the September 5, 1978 ballot in North Dakota as a legislatively referred constitutional amendment, where it was defeated.[1] The measure would have limited the raising of revenue by the state to be only sufficient to defray the expense of the state for each year and not to exceed in any one year when raising revenues based on ad valorem tax on property four mills on the dollar of the valuation of all taxable property in the state to be ascertained by the last assessment made for state and county purposes. [2]
