North Dakota legislative referrals center around education, taxes and health care

BISMARK, North Dakota: Just like citizen initiatives, legislators are already filing proposals for the 2012 statewide ballot. A total of three proposals have been filed that call for amending the state constitution but tackle an array of topics. Education, taxes and health care are included.
According to the North Dakota Constitution an amendment proposed by either the House or the Senate require only majority approval.
In 2010 voters cast their ballots on only two measures; one of which was a legislatively referred measure.
