A Norton City Council Vacancies Amendment question was on the November 6, 2012 election ballot in Wayne County, which is in Ohio, where it was defeated.
If approved, this question would have amended the Norton City Charter to establish that a vacant Council position will be filled by a special election of the City voters if the remainder of the term for that position is more than nine months, while, if less than months remain in that term, the vacancy will be filled by a vote of the City Council. This question also revises the treatment of the vacancies of City officials in other ways.[1]
