Four seats on the school board for Norwalk-La Mirada Unified School District were up for district wide elections held on November 5, 2013. Margarita L. Rios, Darryl Rodney Adams, Sean M. Reagan and Ana Valencia defeated Salvador Limon, Ed Hengler and Mark Owen White for four at-large seats.
About the district
Norwalk-La Mirada Unified School District is located in southcentral Los Angeles County, California in Norwalk, California. As of the 2010 Census, it was home to 105,549 residents.[1]
Demographics
Norwalk underperforms the rest of California when measured on the basis of median household income, percentage of residents over the age of 25 with a bachelor's degree and percentage of residents over the age of 25 with a high school diploma and percentage of residents over the age of 25 with a high school diploma. Norwalk outperforms the rest of California when measured on the basis of percentage of residents living below the poverty level. The median household income in Norwalk was $60,090 compared to $61,632 for the state of California. 15.1% of Norwalk residents aged 25 years and older attained a bachelor's degree compared to a 30.2 in California. The United States Census also showed the poverty rate in Norwalk was 11.1% compared to 14.4% for the entire state. The United States Census also found that 71.8% of Norwalk residents aged 25 years and older attained a high school degree compared to a 80.8% in California.[2]

Method of board member selection
Norwalk-La Mirada Unified School District School Board consists of seven members, all of whom are elected to four year terms. All board members represent the district at large. Board member terms are staggered so that at least three members, but no more than four are to be elected each odd numbered year on the first Tuesday after the first Monday of November. There are no primary elections. Four seats were up for election on November 5, 2013. The three remaining seats were up for election on November 3, 2015.[5]

Election results
On November 5, 2013, four seats were up for election on the Norwalk-La Mirada Unified School District Board of Education. Candidates Margarita L. Rios, Darryl Rodney Adams, Sean M. Reagan and Ana M. Valencia defeated three challenging candidates for four positions on the NLMUSD Board of Education.

Funding
No contributions or expenditures were reported during the election, according to the Los Angeles County Registrar-Recorder/County Clerk.
Endorsements
Ed Hengler received official endorsements from the California School Employees Association and board members Jesse Urquidi, Karen Morrison and Darryl Adams. Sean M. Reagan received official endorsements from the Teachers Association of Norwalk-La Mirada, California assemblyman Tony Mendoza, and city council member Rudy Bermudez. Ana M. Valencia received official endorsements from Congresswoman Linda Sanchez, Norwalk Mayor Luigi Vernola and NLMUSD Board members Hengler, Adams, Rios, Morrison and Urquidi.[6]

On November 8, 2011, three seats on the Norwalk-La Mirada Unified School District Board of Education were up for election. Candidates Karen Morrison, Jesus G. Urquidi and Chris Pflanzer defeated one challenger.

What was at stake?
Four at-large seats were up for election on November 5, 2013. Incumbent board members Darryl Rodney Adams, Ed Hengler, Margarita L. Rios and Ana Valencia filed seeking re-election against three challenging candidates, Salvador Limon, Sean M. Reagan and Mark Owen White.
Declining enrollment
From 2003 to 2013, the Norwalk-La Mirada Unified School Districts saw enrollment decrease by nearly 4,000 students. This resulted in a budget decrease of about $2 million dollars every year over this period. The declining enrollment led to the school board discussing the closure of Dulles Elementary, which was operating at about half it's capacity with an enrollment of 268 students. On January 24, 2013, it was decided that Dulles Elementary would be granted a three year extension, allowing it to stay in operation through the 2015-16 school year.[7][8]
