Norwood Carlton Tilley, Jr. is an Article III federal judge for the United States District Court for the Middle District of North Carolina. He joined the court in 1988 after being nominated by President Ronald Reagan. He is serving on senior status.
Early life and education
Tilley is a native of South Carolina. He graduated from Wake Forest University with his bachelor's degree in 1966 and with his juris doctorate in 1969.[1]
Professional career
Tilley began his legal career as a Law clerk for former federal judge Eugene Gordon in the United States District Court for the Middle District of North Carolina from 1969 to 1971 before becoming an Assistant U.S. attorney for the Middle District of North Carolina from 1971 to 1974. In 1974, Tilley was nominated by President Gerald Ford as U.S. Attorney for the Middle District of North Carolina and served three years as the lead Federal Prosecutor for Central North Carolina until 1977 when he served 11 years as a private practice attorney licensed in the State of North Carolina until 1988.[1]
Judicial career
Middle District of North Carolina
On the recommendation of long time North Carolina U.S. Senator Jesse Helms, Tilley was nominated by President Ronald Reagan on April 26, 1988 to a seat vacated by Hiram Ward as Ward assumed senior status. Tilley was confirmed by the U.S. Senate on October 14, 1988 on a Senate vote and received commission on October 17, 1988. Tilley served as the chief judge of the court from 1999 to 2006 before assuming senior status on December 16, 2008.[1]
