A Novinger City Sales Tax Implementation measure was on the April 3, 2012 ballot in the city of Novinger which is in Adair County.

This measure sought to implement a sales tax set at a rate of 1 percent in order to help pay for general city infrastructure needs including road repair, sewage and city improvement projects. This will be the first city sales tax in the city, since it was approved. The city mayor noted that loss of citizens had led to a loss of property taxes and saw a sales tax as the best way to recuperate those loses.[2]
