Linton was appointed to the commission by Maryland Governor Larry Hogan (R) in August 2017.[1][2] He was appointed for another four-year term by Gov. Hogan in 2022, but in 2023 new Maryland Governor Wes Moore (D) rescinded the appointment.[3] Linton was appointed by Maryland Governor Wes Moore (D) on April 10, 2025 to complete the term of Anthony O'Donnell.[4]

Linton joined Public Service Electric and Gas in New Jersey as a meter reader and engineering intern in 1991. He worked for the Maryland Public Service Commission as a law intern before clerking for the Honorable Evelyn Omega Cannon in the Circuit Court for Baltimore City. He went on to work for the Baltimore Gas and Electric Company as a regulatory attorney for five years before returning to the Maryland Public Service Commission as a deputy staff counsel. He left the commission to run his own law practice but later returned as the director of external relations and retail market development.[1]
