The 13th Congressional District of Ohio held an election for the U.S. House of Representatives on November 8, 2016.

Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Tim Ryan (D) defeated Richard Morckel (R) in the general election. Ryan defeated John Luchansky in the Democratic primary on March 15, 2016. Morckel was unopposed in the Republican primary.[4]

Primary: A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Ohio utilizes an open primary system. In an open primary system, a voter does not have to register with a political party beforehand in order to vote in that party's primary. In Ohio, voters select their preferred party primary ballots at their polling places on Election Day.[5][6][7][8]

Incumbent: Heading into the election the incumbent was Tim Ryan (D), who was first elected in 2002. Ryan previously represented Ohio's 17th Congressional District, which was eliminated during the redistricting process following the 2010 census.

Ohio's 13th Congressional District is located in the northern portion of the state and includes sections of Mahoning, Portage, Stark, Summit, and Trumbull counties.[9]
