The 13th Congressional District of Ohio held an election for the U.S. House of Representatives on November 6, 2012.
Incumbent Tim Ryan won the election.[1]

Primary: Ohio has a mostly closed primary system, in which voters must vote in the same party's primary as in the previous election, or register with the other party to switch.
Voter registration: Voters had to register to vote in the primary by February 5. For the general election, the voter registration deadline was October 7.[2]

Incumbent: Heading into the 2012 election the incumbent is Democrat Tim Ryan, who has represented Ohio's 17th District since 2003. After the redistricting process, the 17th District became the new 13th Congressional District. The current U.S. House representative from the 13th District is Democrat Betty Sutton, who will run in the 16th District in 2012.[3]
This was the first election using district maps based on data from the 2010 Census. Ohio's 13th Congressional District is located in the northern portion of the state and includes Summit, Portage, Mahoning, and Trumbull counties.[4]

Race background
The Washington Post listed the House of Representatives elections in Ohio in 2012 as one of the 10 states that could determine whether Democrats would retake the House or Republicans would hold their majority in 2013.[6] Ohio tied with Pennsylvania for 9th on the list.[6]

The 13th District was re-drawn after the 2010 Census. The new district is composed of the following percentages of voters of the old congressional districts.[7][8]
- 8 percent from the 6th Congressional District
- 16 percent from the 13th Congressional District
- 1 percent from the 14th Congressional District
- 3 percent from the 16th Congressional District
- 72 percent from the 17th Congressional District

District partisanship
FairVote's Monopoly Politics 2012 study

In 2012, FairVote did a study on partisanship in the congressional districts, giving each a percentage ranking (D/R) based on the new 2012 maps and comparing that to the old 2010 maps. Ohio's 13th District became more Democratic because of redistricting.[10]

Cook Political Report's PVI
In 2012, Cook Political Report released its updated figures on the Partisan Voter Index, which measures each congressional district's partisanship relative to the rest of the country. Ohio's 13th Congressional District has a PVI of D+12, which is the 89th most Democratic district in the country. In 2008, this district was won by Barack Obama (D), 64-36 percent over John McCain (R). In 2004, John Kerry (D) won the district 63-37 percent over George W. Bush (R).[11]

On November 2, 2010, Sutton won re-election to the United States House of Representatives. She defeated Tom Ganley in the general election.[16]
