Ballot title
The ballot title for Financing of Railroad Organization Amendment was as follows:
“ | To permit the state, or any city, village, county, township or regional transportation authority to give or loan its credits to federal corporations and state agencies for reorganization of rail systems in the state. Laws may be passed to reduce the taxation on property used to provide the state with rail transportation service and to permit the state to reimburse local governments for revenue lost as a result of such tax reduction. Moneys raised by taxation shall not be obligated or pledged for the payment of bonds or other obligations issued pursuant to this section. Shall the proposed amendment be adopted | ” |

A 60% vote is required during one legislative session for the Ohio State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 60 votes in the Ohio House of Representatives and 20 votes in the Ohio State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
