A 60% vote is required during one legislative session for the Ohio State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 60 votes in the Ohio House of Representatives and 20 votes in the Ohio State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
House Joint Resolution 1 (2025)
State Reps. Ron Ferguson (R-96) and Nick Santucci (R-64) introduced the constitutional amendment into the Ohio State Legislature as House Joint Resolution 1 (HJR 1) on February 3, 2025.
