The Oklahoma Redirect Tobacco Settlement Funds Amendment (HJR 1017) was not on the ballot in Oklahoma as a legislatively referred constitutional amendment on November 3, 2020.[1]

This measure would have created the Community and Regional Empowerment Fund for the purpose of benefitting rural health care in Oklahoma. The measure did not pass in the state legislature before the legislature adjourned its 2019 session.

To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the Oklahoma State Senate and the Oklahoma House of Representatives.

This amendment was introduced as House Joint Resolution 1017 on February 4, 2019. On March 11, 2019, the House passed HJR 1017 in a vote of 73-27, with one Republican representative, Johnny Tadlock, excused. Of the 77 House Republicans, three joined all 24 Democrats in voting no. The measure did not pass in the state legislature before the legislature adjourned its 2019 session, and therefore was not on the ballot.[1]
