This measure adds Section 6 to Article 3 of the Oklahoma Constitution to require proof of identity to vote in any election authorized by law and conducted by a county election board or the State Election Board. The measure requires proof of identity for all authorized methods of voting. The measure requires the Legislature to enact laws to specify requirements for proof of identity for voting.

A simple majority vote is required during one legislative session for the Oklahoma State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 51 votes in the Oklahoma House of Representatives and 25 votes in the Oklahoma State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.

Senate Joint Resolution 47 (2026)

The following is the timeline of the amendment in the state legislature:[3]

  • March 3, 2026: State Sen. Lonnie Paxton (R-23) introduced the amendment to the state Senate as Senate Joint Resolution 47 (SJR 47).
  • March 26, 2026: The state Senate approved SJR 47 in a vote of 39-8. Thirty-nine Republicans voted yes, and eight Democrats voted no. One Republican did not vote.
