The ballot title for State Question 346 was as follows:
“ | Shall a Constitutional amendment providing that the government of the Oklahoma Military Academy shall be vested in a Board of Regents consisting of five (5) members to be appointed by the Governor by and with the advice and consent of the Senate and fixing their terms of office, be approved by the people? | ” |

A simple majority vote is required during one legislative session for the Oklahoma State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 51 votes in the Oklahoma House of Representatives and 24 votes in the Oklahoma State Senate, assuming no vacancies.
