A "yes" vote supported allowing counties with more than 500,000 residents to increase property taxes by up to 2.5 mills to fund county health departments. 

A "no" vote opposed allowing counties with more than 500,000 residents to increase property taxes by up to 2.5 mills to fund county health departments.

Ballot title

The ballot title for State Question 685 was as follows:

This measure amends the State Constitution. It will allow a county to increase property taxes by up to two and one-half mills to support county health departments. The new tax will only be allowed in counties with more than 500,000 persons. The new tax must be approved by county voters.

A simple majority vote is required during one legislative session for the Oklahoma State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 51 votes in the Oklahoma House of Representatives and 24 votes in the Oklahoma State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
