Six down ballot state executive positions were up for election in the state of Oklahoma in 2014. The general election took place on November 4, 2014.

Four out of the six down ballot races on the ballot in 2014 were unopposed. In the race for superintendent, incumbent Janet Barresi was defeated by Joy Hofmeister in the Republican primary. Hofmeister ran against John Cox (D) in the general election. The other contested race in 2014 featured incumbent Mark Costello (R) and challenger Mike Workman (D) running for labor commissioner. Of the two contested races, Joy Hofmeister and Mark Costello won in the general election.

A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. In Oklahoma, the Republican Party conducts a closed primary, in which only registered party members may participate. The Democratic Party holds a semi-closed primary, in which unaffiliated voters may participate.[1]

Duties

Under Oklahoma statutes, the superintendent of public instruction "is responsible for giving advice and making recommendations to the State Board of Education on all matters pertaining to the policies and administration of the State Department of Education and the public school system."[15] These duties include, but are not limited to:

  • the general administration, coordination, supervision, promotion, evaluation and improvement of educational programs
  • interpreting and implementing the policies of the State Board of Education
  • coordinating all divisions and supervising employees
  • administering oaths and performing other duties pertinent to the public school system
  • advising district superintendents of schools on questions as to the powers, duties and functions of the school district officials[15]

Race background

As in other superintendent races across the country, the national debate over the Common Core educational standards motivated several candidates to enter the race to challenge the incumbent, Republican Janet Barresi. The issue drew additional attention when Oklahoma Governor Mary Fallin signed a law repealing the Common Core standards in Oklahoma, making it one of the first states to do so.[16]

Barresi faced a strong primary challenge from educator Joy Hofmeister. Hofmeister raised nearly $1.5 million by the primary election, while Barresi kept pace in part by loaning over $1.25 million to her own campaign.[17][18] Both Barresi and Hofmeister, along with most other candidates in the race, opposed Common Core and featured that stance in campaign advertising, sometimes criticizing one another for their roles in the standards’ implementation.[19] During a June 17 debate that included Hofmeister and the Democratic candidates, all participants voiced opposition to Common Core and advocated for broader changes in education policy and culture.[20] In total, three Republicans and four Democrats contested the superintendent primaries on June 24.

Hofmeister defeated Barresi in the Republican primary, receiving enough votes to avoid a runoff, and faced Democratic candidate John Cox in the general election.
