An effort to recall all five members of the Orange County Board of Supervisors in California began in 2021. The efforts against 1st District representative Andrew Do, 2nd District representative Katrina Foley, 3rd District representative Donald P. Wagner, and 4th District representative Doug Chaffee were approved to circulate petitions.[1][2] The efforts against Do and Chaffee did not go to a vote as they did not submit petitions by the January 2022 deadlines.[3] The effort against 5th District representative Lisa Bartlett did not go to a vote as recall supporters did not submit proof of publication and a first draft of the recall petition by the deadline on September 27, 2021.[4]

According to the Voice of OC, recall supporters started the efforts as part of a protest against COVID-related shutdowns and protocols. Recall supporters also said the board had treated members of the community rudely and severely limited public comment time in meetings.[5]

Both Do and Wagner won re-election to the board in the general election on November 3, 2020. Do defeated one other candidate with 51.8% of the vote, and Wagner defeated one other candidate with 52.3% of the vote. Foley won election to the board in a special election on March 9, 2021, defeating four other candidates with 44.3% of the vote. Chaffee won election to the board in the general election on November 6, 2018, defeating one other candidate with 50.4% of the vote. Bartlett won re-election outright in the primary election on June 5, 2018, after running unopposed.

The list below details the filing deadlines and the number of signatures required for each recall petition:[1][2]

  • Do: 28,134 signatures from voters in the 1st District by January 25, 2022
  • Foley: 39,488 signatures from voters in the 2nd District by April 5, 2022
  • Wagner: 38,830 signatures from voters in the 3rd District by April 5, 2022
  • Chaffee: 31,903 signatures from voters in the 4th District by January 24, 2022

The efforts against Foley, Wagner, and Bartlett filed new notices of intent in September 2021. All three members filed responses to those recall efforts. Recall supporters would have had to file a first draft of the recall petition and proof of publication for Bartlett's recall with the Orange County Registrar of Voters by September 27, 2021, to allow the recall to move forward. They did not submit the paperwork by the deadline, ending the effort. The paperwork for Foley's and Wagner's recalls was due on September 30, 2021.[1][4]

Ballotpedia covered 35 coronavirus-related recall efforts against 94 officials in 2022, accounting for 13% of recalls that year. This is a decrease from both 2020 and 2021. COVID-related recalls accounted for 37% of all recall efforts in both 2020 and 2021.
