The Oregon Emergency Clause Vote Initiative was not on the ballot in Oregon as an initiated constitutional amendment on November 6, 2018.
The measure would have required a two-thirds vote in the Oregon State Legislature to pass a bill declaring an emergency. Certain bills declaring an emergency would have been exempted from the two-thirds vote requirement, including bills declaring a catastrophic disaster, bills limited to funding the state government or public schools, and bills reducing appropriations to balance the state budget during revenue shortfalls.[1]

Path to the ballot
Eric Winters and Jason Williams filed the proposal with the Oregon secretary of state on August 12, 2016.[2] Oregon requires that 1,000 signatures be submitted before a ballot title is drafted.
On May 3, 2017, the petitioners withdrew the ballot initiative.[2]
Petitions were required to collect 117,578 valid signatures to get their initiative on the ballot. Signatures for initiatives needed to be submitted four months prior to the election on November 6, 2018, which was July 6, 2018.
