Ballot title

The ballot title for Measure 3 was as follows:

AMENDS COUNTY PURCHASE AND LEASE LIMITATIONS - Purpose: Amends constitutional limit on indebtedness of counties to permit counties to enter into purchase or lease agreements up to ten years if the amount payable annually on all such agreements does not exceed 1/100 of 1% of the taxable value of all property in county or $5,000, whichever is greater; also permits long-term service agreements with the state.

A simple majority vote is required during one legislative session for the Oregon State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 31 votes in the Oregon House of Representatives and 16 votes in the Oregon State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
