Oscar Flores was born in San Francisco, California. He earned a bachelor's degree from the University of Portsmouth and a graduate degree from the University of Surrey. His career experience includes working as an engineer and in sales. He has been affiliated with the San Francisco Republican Party.[1]

While enforcing laws to reduce tent encampments, I recognize the vicious cycle many are trapped in and the deep mental and spiritual pain they are experiencing. My approach balances enforcement with expanded mental health and addiction services, while also utilizing conservatorship laws to ensure that those unable to care for themselves can receive the help they need, even if involuntarily.
- Combatting Corruption and Improving Accountability: I am committed to ensuring transparency and accountability in all government dealings, especially concerning non-governmental organizations (NGOs) that receive public funding. I will advocate for stricter oversight and reporting requirements to ensure that taxpayer dollars are used effectively and that these organizations genuinely contribute to the community's well-being. It is crucial that they do not merely enrich themselves or enable crime and drug use, as seen with some harm reduction and crime programs that fail to address the underlying issues.
