Oscar Silva is a dedicated advocate for public education and a proud parent in Humble ISD. With extensive experience in coaching, training, and executing large-scale projects, Oscar has a proven track record of leadership and collaboration. He volunteers in WatchDOGS at Oak Forest Elementary, served on the PTSA at Sconzo Early College High School, completed the Humble ISD Leadership Academy, serves at his church, and supports initiatives across the district. As the leader of the popular Facebook group Humble ISD Parents, Oscar built a platform to empower parents and amplify community voices. Passionate about fostering transparency and excellence in education, Oscar is committed to ensuring every student in Humble ISD has access to quality education and opportunities.
  • TRANSPARENCY. I spoke at Board meetings and submitted FOIA/TPIA requests fighting for transparency and accountability from district leadership, and was the first to publish recent investigations to the community. I’ll prioritize open communication, listening sessions, and collaborative decision-making led by our expert teachers and staff. By focusing on student and teacher needs, we can mend relationships, rebuild confidence, and establish a more inclusive, supportive environment for everyone
  • STUDENT SUCCESS. I am committed to ensuring that every student in Humble ISD, especially those in Special Education, has access to the high-quality education, resources, and support they deserve. I’ll collaborate with the Board and new Superintendent to set clear, measurable goals. By maintaining open dialogue, evaluating progress through data, and regularly engaging stakeholders, we ensure everyone’s voice is heard. Uniting around shared objectives will help us move forward confidently and strengthen overall district performance.
  • AVAILABILITY. I helped create and maintained a platform, Humble ISD Parents, for years to give the community a voice in the district, and I am dedicated to continue being that voice while serving on the School Board.
I am deeply passionate about public education funding and teacher advocacy. By working closely with the Board and state legislators, we can push for proper funding that ensures every student benefits from high-quality resources. I believe in championing teacher-led advisory committees that guide spending decisions, reflecting frontline knowledge and elevating the voices of those who directly shape our children’s learning environments. Collaboration with lawmakers and educators not only strengthens transparency but also aligns budget priorities with real classroom needs. My ultimate goal is to help create the most supportive and equitable environment possible for both students and staff.
I’ve spent years building and maintaining the Humble ISD Parents platform, driven by the belief that every family deserves a voice and reliable information. Through countless hours at Board meetings and district events, I’ve learned both the strengths and challenges of Humble ISD. By sharing facts to counter misinformation and engaging parents and staff, I’ve earned a reputation for fairness and for listening to all perspectives. My passion for community engagement, respect for diverse viewpoints, and commitment to transparency are qualities I believe will make me an effective Board member.
A school board member has three primary roles—approving a fiscally responsible budget, providing governance through clear policies, and ensuring the Superintendent meets clear, measurable goals. Beyond these core duties, Board leadership sets the tone for the district’s culture, and culture determines results. The community deserves a culture of transparency and open communication, and effective board members foster trust by ensuring stakeholders, including teachers, staff, and parents, feel heard and supported.
