The Oshkosh Area School District Construction Referendum or Question 3 was a school bond measure on the April 7 ballot in the Oshkosh Area School District which is in Winnebago County. The referendum was brought to the ballot by the school board, and it sought to exceed state-set revenue limits by $2,500,000 by 2014. The additional funds would be used to fund small scale additions and improvements to district facilities. Current estimates suggest that nearly $2.1 million would go to five schools in the district (West High, Perry Tipler Middle School and Read, Franklin and Webster Stanley Elementary) and the remaining $425,000 would be divided by other schools in the district.[1]

Status
Defeated, with 6,957 "no" votes and 6,902 "yes" votes.[2]

Wording of referendum
Be it resolved by the School Board of the Oshkosh Area School District, Winnebago County, Wisconsin, that the final school district budgets for the 2009-10 through the 2013-14 school years shall include, on a nonrecurring basis, an amount of $500,000 in excess of the revenue limits imposed by Section 121.91(2m) of the Wisconsin Statutes, for the pupose [sic] of paying the costs of small additions and renovations to existing school facilities and equipment acquisition[3]
