Two of the seven seats on the Oshkosh Area School District school board were up for at-large general election on April 5, 2016. The seats of board president Steve Dedow and Steve Eliasen were up for election. Dedow did not file for re-election, guaranteeing a newcomer to the board. Eliasen sought re-election and was joined by Oshkosh resident Stephanie Carlin in the race. They ran unopposed and were both successful in their bids for the seats on the board.[1]

Voter and candidate information

The Oshkosh Area School Board consists of seven at-large members elected to three-year terms. To be elected to the board, candidates must reside in the boundaries of the school district for 28 days prior to the filing of a "Declaration of Candidacy" form. Furthermore, at the time of taking office, each candidate must be a resident of the apportioned area he or she is elected to represent.[2] Candidates must also be 18 years old and citizens of the United States. Unless pardoned, those who have been convicted of a felony are not eligible for election to office in Wisconsin.[3]

Candidates had until January 5, 2016, to collect between 20 and 100 signatures for their nomination papers. The signatures had to come from residents of the district where the candidate sought election, but the petition circulators were not required to reside in the district or municipality. Circulators were required to be U.S. citizens and 18 years or older.[4] The candidate filing deadline for this election was January 8, 2016. There was no primary election, and the general election for two seats was held April 5, 2016.

The Oshkosh Area School District election shared the ballot with the state's presidential preference vote.[5] In addition, voters decided on a $28 million referendum that would fund operational and maintenance costs, as well as security upgrades.[6] County residents also voted on a justice of the supreme court in the primary election.[7]

Candidates were only required to file campaign finance reports if they accepted contributions, made disbursements or incurred obligations in an aggregate amount of more than $2,000 in a calendar year. [9] The final campaign finance deadline was on July 15, 2016. No reports were filed by any candidates in this election.[10]

A $28 million referendum appeared on the April 2016 ballot for voters in the Oshkosh Area School District.[11] If approved, the district's revenue cap would be exceeded by $4 million every year for seven years until the $28 million limit is reached. The district would use the money to "protect academic programs for students" as well as "make security improvements for schools."[12] According to the district, if the referendum is not approved then Oshkosh will need to make $3.4 million in cuts affecting classrooms and security investments.[12] This was the district's second attempt in the last two years to exceed revenue limits; in 2014 voters approved a referendum to increase the revenue limit by $3.95 million for seven years.[13]

The Oshkosh Area School District is located in Winnebago County in east-central Wisconsin. The county seat is Oshkosh. Winnebago County was home to 169,511 residents in 2014, according to the United States Census Bureau.[14] The district was the 11th-largest school district in the state in the 2013–2014 school year and served 9,957 students.[15]

Higher education achievement

Winnebago County underperformed compared to the rest of Wisconsin in terms of higher education achievement in 2013. The United States Census Bureau found that 25.5 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 26.8 percent for the state as a whole.[14]

The median household income in Winnebago County was $51,010 from 2009 to 2013. During that same time period, the poverty rate for Wisconsin was $52,413, and it was $53,046 for the entire United States.[14][16]
