I'm Pablo Benavente, a candidate for Concord City Council in District 4. I’ve lived in Concord since I was 13, and this city has shaped my life. As a Latino and a member of the LGBTQ+ community, I’m committed to ensuring that our city’s leadership reflects the diversity and values of our community.

I bring a blend of public service and private sector experience. I’ve served on the Parks, Recreation, and Open Space Commission and co-chaired the Measure V Committee, helping secure vital funding for public safety, infrastructure, and road improvements. My background in the tech industry, working in government relations, has equipped me with the skills to navigate complex policies, advocate for effective solutions, and build strong relationships within the community.

I’m also a husband, a new father, and someone who values creating a community where families can thrive. I believe in the power of local government to make a tangible difference in everyday lives. I’m committed to listening to residents, advocating for balanced policies, and working to make Concord a place where everyone feels safe and supported.

My campaign focuses on fostering economic growth, supporting small businesses, and ensuring that our roads and infrastructure are well-maintained. I’m running because I believe that with the right leadership, Concord can continue to be a place where we all can live, work, and raise our families with pride. With your support, we can build a brighter future for Concord.
  • Enhancing Community Services:

o Collaborate with community stakeholders, organizations, and city officials to identify areas for improvement in existing services. o Advocate for increased funding and resources to expand programs that enhance quality of life, focusing on inclusivity and accessibility. o Implement data-driven strategies to assess community needs and tailor

    services accordingly.
  • Investing in Infrastructure: o Maintain oversight and accountability in the allocation of Measure V funds to ensure they are used efficiently and effectively for infrastructure improvements. o Work closely with city departments and contractors to prioritize projects that address critical infrastructure needs, such as road repairs and maintenance. o Engage with the community through town hall meetings and feedback sessions to ensure transparency and gather input on infrastructure priorities.
  • Promoting Safety and Well-Being: o Support initiatives that enhance public safety, such as enhancing street lighting and improving park accessibility. o Collaborate with law enforcement agencies and fire departments to ensure they have the necessary resources and training to respond effectively to community needs. o Advocate for policies that promote community engagement and neighborhood watch programs to foster a safe and cohesive community environment.
I'm passionate about economic development, affordable housing, public safety, education, infrastructure, and environmental sustainability. I believe in creating a thriving local economy by supporting small businesses and revitalizing vacant spaces. I'm committed to balanced housing policies that address affordability while respecting property owners. Improving our roads and infrastructure is crucial for a connected, resilient community. Ensuring public safety with transparent policing is a priority, as is securing funding for a new library. I also aim to protect Concord’s open spaces and promote sustainable growth.
I believe I possess several key qualities that would make me a successful officeholder on the Concord City Council:

1. Strong Leadership and Accountability: I have a track record of stepping up and taking responsibility, whether it's through my role as Co-Chair of the Measure V Committee or my work on the Parks, Recreation, and Open Space Commission. I’m committed to ensuring that every decision is made transparently and in the best interest of our community.

2. Collaborative Approach: I value working alongside community members, local organizations, and fellow leaders to find solutions that serve Concord's residents. I believe that building consensus is crucial for effective governance, and I am committed to listening to diverse perspectives and working toward common goals.

3. Practical Problem-Solving: My experience in both public service and the private sector has equipped me with a practical, results-oriented mindset. I know how to navigate complex issues, analyze data, and implement strategies that create real improvements for our city, such as ensuring Measure V funds are used effectively for infrastructure improvements.

4. Deep Community Connection: As a longtime resident of Concord, I understand the challenges our community faces. I’m passionate about preserving what makes Concord special while advocating for the changes we need. My background as a Latino and LGBTQ+ community member gives me insight into the needs of underrepresented groups, and I’m committed to ensuring that every voice is heard.

5. Integrity and Transparency: I believe in leading with honesty and maintaining open communication with residents. Trust is the foundation of effective leadership, and I’m dedicated to keeping the community informed, accessible, and engaged in the decision-making process.

These qualities, combined with my dedication to Concord, position me to serve our city well and work toward a brighter future for all residents.
The Concord City Council holds a unique and vital role in local government because it serves as the bridge between the community’s needs and the policies that shape our city’s future. As the body responsible for making decisions on a wide range of issues, from public safety and economic development to infrastructure improvements and housing policies, the City Council has a direct impact on the quality of life for all residents.

One of the key qualities that make this office so important is its accessibility to the public. City Council members are the closest elected officials to the people they serve, making them directly accountable to the community. This proximity allows them to respond quickly to local concerns, engage with residents, and craft solutions tailored to Concord’s specific needs.

Additionally, the City Council’s authority over budget allocation, zoning, and land use decisions means that it plays a critical role in shaping Concord’s growth and development. The Council’s decisions can determine the city’s economic health, the availability of housing, the upkeep of roads and public spaces, and the overall safety of the community. This ability to influence key aspects of daily life makes the City Council a pivotal part of Concord’s governance, where leadership and vision can have a lasting impact on the community’s future.
