A paid blocker is someone who is paid by the opponents of a ballot initiative, veto referendum, recall, or candidate nomination petition drive as part of a petition blocking campaign to stand in the vicinity of a petition circulator and act to prevent petition circulators from collecting signatures.

When the circulator is interacting with members of the public to solicit their signatures, the blocker is paid to interfere with that process by interrupting the discussion between the circulator and the voter.
