Candidate Connection

Pam Luby completed Ballotpedia's Candidate Connection survey. The survey questions appear in bold and are followed by Luby's responses.

What would be your top three priorities, if elected?

Preparing Maryland for meeting the needs of our aging population Education The environment and over development

What areas of public policy are you personally passionate about?

Building a strong economy by providing children with a high-quality public school education that is suitable for the needs and realities of the 21st-century. Education, training, and opportunity are key to solving many of our state's most pressing problems, including racial equality, healthcare, or the environment.

Who do you look up to? Whose example would you like to follow, and why?

Jeannette Rankin who was an American politician, women's rights advocate, and the first woman to hold federal office in the United States. Rankin was a leader in the women's suffrage movement. When not holding office she was an advocate for numerous social justice issues and lead the charge against the Vietnam war.

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

The Vietnam War documentary by Ken Burns and Lynn Novick. I was young during that time and didn't really understand what was going on. As an adult I've learned more through reading and in history class but nothing had quite the impact on me as this documentary. Likely because the way in which leadership handled the conflict in a vacuum, similar to the way our current leadership is handling issues today.

What characteristics or principles are most important for an elected official?

Integrity, honesty and open mindedness

What qualities do you possess that you believe would make you a successful officeholder?

Serving in elected office is about solving problems, not building a political career. Working in the courts, nonprofits, fortune 500 companies and several community organizations, I've done that and I'm ready to take these skills to the General Assembly.

What do you believe are the core responsibilities for someone elected to this office?

To serve the people they represent rather than the party they serve

What legacy would you like to leave?

That I was a great role model for my children

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

When Neil Armstrong set foot on the moon. I was eight years old and my dad took me outside to see if we could see him!

What was your very first job? How long did you have it?

I was a pie cutter at a pie shop.

What happened on your most awkward date?

I'll never tell that!

What is your favorite holiday? Why?

Christmas because my kids enjoy it so much.

If you could be any fictional character, who would you want to be?

Wonder Woman

What is your favorite thing in your home or apartment? Why?

My children

What was the last song that got stuck in your head?

Let the River Run - Carly Simon (Working Girl theme song)

What is something that has been a struggle in your life?

Balancing work and a family

Every state besides Nebraska has two legislative chambers. What do you consider the most important differences between the legislative chambers in your state?

Maryland is unique in the we have two of the longest serving leaders in both the house and the senate.

Do you believe that it’s beneficial for state legislators to have previous experience in government or politics?

No. I believe that having strong roots in the community is more important. Good legislators are good problem solvers. Having a proven track record of civic engagement and solving problems at the community level is more important than having legislative experience.

What do you perceive to be your state’s greatest challenges over the next decade?

The environment.

What do you believe is the ideal relationship between the governor and the state legislature?

The legislature must be cooperative and collaborative yet must balance the power of the Governor

Do you believe it’s beneficial to build relationships with other legislators? Please explain your answer.

Yes. It's important to work across party lines in order to get things accomplished. More often than not, we want the same end goal so cooperative legislating is key to solving problems which is the job of an elected official.

What process do you favor for redistricting?

An independent committee to draw the lines

If you are not a current legislator, are there certain committees that you would want to be a part of?

Given my background as an attorney, if elected, I would like to serve on the Judiciary Committee

Is there a particular legislator, past or present, whom you want to model yourself after?

As mentioned earlier, Jeanette Rankin for reasons stated in my earlier response

Are you interested in running for a different political office (for example, the U.S. Congress or governor) in the future?

No. I want to serve the State of Maryland

Both sitting legislators and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?

Yes, I met a women who lost her twin boys within a two year period from a heroin overdose. It drove home the need for high quality and affordable treatment options
