Pano Frousiakis was born in Newport Beach, California. He earned a high school diploma from Edison High School and a bachelor's degree from the University of California, Irvine in 2020. His career experience includes working as a nonprofit executive.[1]

- My campaign is about local control at its core. What that means is I believe government that is closest to the people is best for the people. I would rather empower cities and private entities to make decisions regarding their water instead of unelected Sacramento bureaucrats deciding what happens with this most precious resource.
- Cost of living is too high and so I will oppose all unnecessary water rate increases as Director. The financial burden and struggles of my fellow Americans is on my mind daily.
- Fiscal responsibility. Tax payer money is sacred and should not be treated like an endless credit card. I will do all that I can to be a responsible steward of our agency's budget.
