Three seats on the Papillion-La Vista Public Schools Board of Education were up for general election on November 4, 2014.

Incumbents Connie S. Bowne and Patricia Conway-Boyd ran against challengers Matt Barrall, Lee Denker, and Rose Lippincott for the seats. Fellow board member Mike Jones did not file for re-election.[1]

Incumbents Bowne and Conway-Boyd were re-elected, while Denker won his first term on the board.

Papillion-La Vista Public Schools is located in Sarpy County, Nebraska. The county seat is Papillion. Sarpy County had a population of 169,331 residents, according to the United States Census Bureau in 2014.[2] In the 2011-2012 school year, Papillion-La Vista Public Schools was the fourth-largest school district in Nebraska and served 10,338 students.[3]

Demographics

In 2012, Sarpy County had a higher percentage of residents with a bachelor's degree compared to the state overall. The United States Census Bureau reported that 35.8 percent of residents aged 25 and older in Sarpy County had earned a bachelor's degree, compared with 28.1 percent for Nebraska. The median household income in Sarpy County was $69,269, above the state median of $51,381. The poverty rate in the county was 6.6 percent, compared to 12.4 percent for Nebraska as a whole.[2]

Voter and candidate information

As of the 2014 election, the Papillion-La Vista Board of Education consisted of six members elected at-large to four-year terms. There was no primary election and the general election was held on November 4, 2014. Three seats were up for election in 2014.[5]

School board candidates had to file in the office of the election commissioner or county clerk during the candidate filing period, which ended on February 18, 2014, for incumbents and on March 3, 2014, for challengers. The deadline to withdraw was also on March 3, 2014. Write-in candidates had to file by October 24, 2014. To vote in the 2014 general election, voters had to register by October 17, 2014.

Note: Lippincott announced the week before the election that her family was moving out of the district and she would not be able to serve if elected. Her name, however, remained on the ballot.[6]

Endorsements

The Sarpy County Democratic Party endorsed Connie S. Bowne.[7]

Rose Lippincott was endorsed by the Republican Liberty Caucus of Nebraska.[8]

Campaign finance

Candidates were not required to file campaign finance reports until they received or expended $5,000 or more in a calendar year.[9]

What was at stake?

There were three at-large seats on the school board up for election on November 4, 2014. Incumbents Connie S. Bowne and Patricia Conway-Boyd sought re-election to the board, while fellow incumbent Mike Jones did not file for re-election. Bowne and Conway-Boyd faced challengers Matt Barrall, Lee Denker, and Rose Lippincott for the three seats.

Issues in the district

Tax levy increase

A budget proposed by the Papillion-La Vista School Board on August 25, 2014, would have raised the tax levy 4.67 cents per $100 of assessed property value. School officials argued the hike was necessary due to increasing enrollment, construction projects and loss of tax revenue to the Learning Community of Douglas and Sarpy County.[10] Under the common property tax levy system created in 2007, Papillion-La Vista School was estimated to lose nearly $1.5 million to the Learning Community for 2014-15.[11]
