Ballot question

The ballot question was as follows:[1]

To preserve Town of Paradise police protection, fire suppression, road improvements, animal control and other services, with required review by the citizen oversight committee; shall the Town’s existing temporary half percent transactions and use tax be extended for ten years to March 31, 2031 pursuant to Ordinance No. 569? (Projected tax revenues are $1.4 million per year.) [2]

Impartial analysis

The following impartial analysis of the measure was prepared by the office of the Paradise City Attorney :

Paradise voters approved the Town of Paradise's existing half percent (0.5%) transactions and use tax in November 2014. The 0.5% tax is paid when goods are purchased from stores and businesses doing retail transactions in the Town unless an exemption applies. The tax also applies to certain online purchases. The 0.5% tax expires on March 31, 2021.

The current tax generates approximately $1.4 million a year in revenues that are deposited into the Town's general fund. As general fund revenues, the tax revenues may be used to pay for various Town services, including, but not limited to, the funding of public services such as fire protection and emergency response services, police protection, animal control services, and street maintenance. The 0.5% tax is paid together with the existing State of California retail transactions and use tax and is collected in the same manner. The 0.5% tax adds a half penny to a retail purchase of $1.

Measure V would extend the 0.5% tax for an additional ten years to March 31, 2031, in accordance with Town Council Ordinance No. 569. Based on the prior history of the 0.5% tax, the estimated amount from the tax extension would be approximately $1.4 million per year. Measure V requires approval by a majority of Paradise voters. A "Yes" vote is a vote in favor of temporarily extending the 0.5% tax for a period of ten years after March 31, 2021. Measure V was placed on the ballot by the Town of Paradise Town Council.

Under Measure V, the tax would expire automatically on March 31, 2031. Measure V would also continue the mandatory citizen oversight committee that reviews and makes recommendations relating to the use of Measure V revenues.[2]
