As of August 2025, 30 states, the U.S. Virgin Islands, and the District of Columbia allowed voters to indicate their partisan affiliations on voter registration forms and reported total registration numbers publicly. The remaining states and territories either do not ask voters to indicate partisan affiliation on their registration forms or had not publicly reported those totals for the most recent year cited on this page at the time of the last update.
This article provides details about the number of registered voters by partisan affiliations in states that allow voters to register by party and report those totals publicly. Historical information from 2000 to 2017 was provided to Ballotpedia by Richard Winger, the editor and publisher of Ballot Access News.
What is voter registration?

Voter registration is the process that allows citizens to register with election officials in order to become eligible to vote. In 49 states, voters are required to register to vote. North Dakota is the only state that does not require voters to register. Voter registration methods vary by state and can include the following: in-person registration at state government agency offices, online registration, registering by mail, and registering through voter registration drives sponsored by non-government entities. Some states allow automatic voter registration. Some states allow same-day voter registration.[1][2]
An individual must be at least 18 years of age, a United States citizen, and a resident of the jurisdiction in which he or she is registering in order to be eligible to vote in that jurisdiction.[2]
Under federal law, every state must allow residents to register to vote for federal elections up to at least 30 days before Election Day, though some states extend the deadline to register. Additional requirements and restrictions on voter registr ation (e.g., voting eligibility of people convicted of a felony) vary by state.[2]
In those states that prompt voters to indicate partisan affiliation on registration forms, affiliation with a political party may be a condition of participation in that party's primaries. To learn more about primary participation criteria, click here.
Voter registration figures, 2025
The map below shows the 30 states that displayed voter registration figures publicly as of June 2025. One territory, the U.S. Virgin Islands, and the District of Columbia also publish this data.
- In 23 of these areas, no single group of voters made up a majority of registered voters.
- Democrats were a majority of registered voters in three areas—the District of Columbia, Maryland, and the U.S. Virgin Islands—and the largest plurality of registered voters in eight others.
- Republicans were a majority of registered voters in five areas—Idaho, Oklahoma, South Dakota, Utah, and Wyoming—and the largest plurality of registered voters in seven others.
- The majority of registered voters were independent or unaffiliated with any political party in one area—Massachusetts—and they made up the largest plurality in eight others.
- Members of other political parties were neither the largest plurality nor a majority in any of the states or territories covered.

Since 2000, there have been changes in voter registration either across states, across years, or by party. The following tabs highlight various trends in this period:

This chart shows the number of registered voters nationwide by party from 2000 to 2025. The Democratic Party had its highest number of voters in 2021 with 49,285,839 registered voters. The Republican Party had its highest number of voters in 2025 with 38,016,426 voters. Combining all other parties and independents, the highest number of voters not affiliated with either major party was in 2022, with 39,340,397 registered voters falling under this category. The number of voters not affiliated with either major party surpassed the Republican Party in 2016.

The map below shows the 30 states that displayed voter registration figures publicly as of March 2024. One territory, the U.S. Virgin Islands, also publishes this data.
- In 23 of these areas, no single group of voters made up a majority of registered voters.
- Democrats were a majority of registered voters in two areas—Maryland and the U.S. Virgin Islands—and the largest plurality of registered voters in eight others.
- Republicans were a majority of registered voters in five areas—Idaho, Oklahoma, South Dakota, Utah, and Wyoming—and the largest plurality of registered voters in seven others.
- The majority of registered voters were independent or unaffiliated with any political party in one area—Massachusetts—and they made up the largest plurality in eight others.
- Members of other political parties were neither the largest plurality nor a majority in any of the states or territories covered.
