Patrice Winter
Patrice Winter was a 2013 Republican candidate for District 37 of the Virginia House of Delegates.[1]
Biography
Winter moved to northern Virginia 25 years ago, and has since attended higher education in the area. She graduated from Virginia Commonwealth University in 1976 and the Institute of Graduate Health Sciences in 1982. She earned a master's degree in health systems management from George Mason University in 2010 and a doctorate in physical therapy from Shenandoah University in 2012.
Winter ran a small physical therapy practice in the Fairfax area for 17 years before returning to her schooling. She served on the Fairfax City Council from 2002 to 2008. She works as a professor at George Mason University. She is also a national spokesperson for the American Physical Therapy Association.[2]

- Improving Education
Excerpt: "I support the strong public schools in our area, with minimal intrusion from the administration in Richmond. I believe educational funding should remain with the individual student, as opposed to the school districts. This will ensure our children receive the individualized education they need. Additionally, I have concerns with Virginia’s current educational funding indexing policy where Northern Virginia’s public schools are short changed in regard to the funding we receive for education."
- Fixing Healthcare
Excerpt: "It has been said by many we need more healthcare professionals in public office to help steer the creation of high-quality and cost-effective healthcare legislation. I support the efforts of the Commonwealth in fighting the implementation of Obamacare via the expansion of Medicare [sic]. I believe this program will inevitably create a shortage of medical personnel, making it more difficult for patients to receive adequate care in a timely manner. Citizens deserve to have the best care for the best price."
- Real Transportation Solutions
Excerpt: "I was involved in the inception of the I-495 HOT Lanes to fight congestion without raising taxes through a public-private partnership. In addition, I worked across party lines to encourage the development of alternative transportation options for Fairfax County including light rail, bike and METRO expansion."
- Military and Veterans
Excerpt: "As a physical therapist, I am especially interested in the 'Wounded Warrior Project.' This program addresses the needs of these heroes and their families through a complete rehabilitation process to achieve their best as they transition back into civilian life."
- Small Business Development and Promotion
Excerpt: "In order for our communities to grow and prosper, business owners must have the ability to operate with as little government intrusion as possible. As a delegate, I will work to lower taxes on small business and to minimize the burden placed on business by the state government."
Elections
2013
Winter ran in the 2013 election for Virginia House of Delegates District 37. Winter ran unopposed in the June 11 Republican primary. She was defeated by incumbent David Bulova (D) in the general election on November 5, 2013.[4]
Race snapshot
Incumbent David Bulova (D) defeated a Republican lobbyist opponent in 2011 with almost 60 percent of the vote, but observers thought that Winter, a former Fairfax City Council member and a professor, might have made this seat competitive in 2013. President Barack Obama (D) won 60 percent of the vote in this district in 2012, but Governor Bob McDonnell (R) won this district with 53 percent of the vote in 2009, which was a year when Bulova faced only third-party opposition.[5][6]

Winter has two children. Winter represented the City of Fairfax on the Metropolitan Washington Council of Governments Transportation Planning Board from 2004 to 2008, and served on the Board of Directors of the City of Fairfax Band and the City Charter Commission for the City of Fairfax.[7]
