Biography

Patrick McNeil was born in Milwaukee, Wisconsin. McNeil's professional experience includes working as a tax lawyer. He earned a bachelor's degree from the University of Chicago in 1987 and a J.D. from Stanford University in 1992.[1]

I have a passion for public service, having worked as a Foreign Service Officer at seven U.S. Embassies and Consulates overseas with the U.S. Department of State. For more than 20 years, I worked with thousands of Americans abroad from all backgrounds, many of whom faced emergencies including natural disasters, suicide attempts, acute illness and navigating foreign criminal justice systems as both accused perpetrators and victims of crime. In addition, I managed complex U.S. visa operations helping thousands of foreigners visit, study, work and immigrate permanently and successfully to the United States.

I believe in giving back to the community because I was the beneficiary of excellent teachers, schools and mentors. With their guidance, I earned a bachelor’s degree in mathematics from the University of Chicago and a law degree from Stanford University. Education enabled me to realize my dream of spanning the globe to serve people and encourage multicultural exchanges. Now, in retirement, I enthusiastically volunteer to tutor adults and speak to high school students in city and suburban schools on financial literacy.

Chicago is a great city. In order to keep Chicago as a place where people want to live, visit, worship, do business, raise families and build great communities, we need public security. Without security, nothing else is possible. I strongly believe that the newly formed Police District Councils need centrist voices that are not beholden to organizations that wish to undermine the police, as well as those who wish to give police free rein to engage in misconduct with no consequences.
