Biography

Patsy Brown was born in Los Angeles, California. She earned an associate degree from West Los Angeles College in 2013. She attended the University of California, Los Angeles (UCLA). She earned a J.D. from Taft Law School in 2016. Brown's career experience includes working as a lawyer.[1]

I believe in good public policy that solves social issues effectively in a democratic method. I will improve the Clark County Public Administrator Office by launching programs to improve public outreach that educates Nevadans to ensure the financial future of their heirs. I will work with organizations who serve all Clark County residents with the intention of lessening the number of Nevadans serviced by the Public Administrator's office, which will save taxpayers money.


The Public Administrators Office is the last office that a Nevadan will receive services from which makes the office a unique and important part of state government. The Clark County Public Administrator serves two important functions for residents of Clark County. The Public Administrator secures property of people who pass away in Clark County while a search for family or the decedent's executor is performed. The Public Administrator also administers estates in court when families cannot.

I believe that the people should be aware that in accordance with State law, the Public Administrator may act to secure the property of a decedent before appointed to administer the estate when, 1) the Coroner or Law Enforcement agency requests assistance at the scene of a death when they are unable to immediately locate a family member, and/or 2) when there is risk to the property.

NRS 253.0405 Circumstances under which a public administrator may secure property of the deceased.

Before the issuance of the letters of administration for an estate, before filing an affidavit to administer an estate pursuant to NRS 253.0403 or before petitioning to have an estate set aside pursuant to NRS 253.0425, the public administrator may secure the property of a deceased person if the administrator finds that:

1. There are no relatives of the deceased who are able to protect the property; or 2. Failure to do so could endanger the property.

I believe that new procedural policies that I would incorporate would make me a successful officeholder. To improve employee morale in the office, I will do the job that is expected in a professional fashion so that there is not a perception of favoritism or any inappropriate relationships with staffers. I will have an open-door policy so that employees can communicate their professional concerns because it is important that my support staff knows that the work that they do is appreciated, their opinions matter, and their input is invaluable to the department's success.

I will support my employees in the office by offering continued education programs for public service providers to all Public Administrator staffers such as classes, seminars and workshops to improve department efficiency. I will implement quarterly, semi-annual, and annual programs to acknowledge the department contributions and achievements of staffers to ensure their knowledge of appreciation from upper management and the community that they serve.
The legacy I would like to leave is that I changed how Nevadans prioritize their estate planning and leave the office with procedural improvements better than I came into it.
The first historical event that happened in my lifetime that I remember was the Rodeny King Riots in Los Angeles, California. I was 17 years old at the time.
My first job was working at my family's scrap metal business at the age of nine, I would pay vendors and file paperwork.

Death has been a struggle for me in my life, which is why I want to be the person to assist the family when a loved one has passed because I understand how difficult that transition can be.
Yes, I believe that it's beneficial for holders of this office to have previous experience in government or politics. In 2007, in preparation of the looming recession I began my career as a Federal Contractor, successfully winning federal and state bid submissions. I have been acknowledged as being the most successful minority USPS Contract Delivery Service (CDS) provider on the west coast in USPS history to date.
The skills or expertise I believe would be the most helpful for the holders of this office to possess are legal experience. As a lawyer, I am experienced in working with individuals while dealing with legal matters that seem overwhelmingly complex and my understanding of the law allows me to advocate for clients to ensure that they are treated fairly during the legal process. I believe that the core responsibilities for someone elected to this office is to ensure that Nevadans are respected and treated compassionately when receiving essential services from Clark County personnel after a loved one's passing. As a Rotarian, I believe in service before self, and I am able to communicate clearly and concisely with people of diverse backgrounds.

Detail oriented and finisher, all talk, some start, very few finish!

The core responsibility for the person elected is LISTENING

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

The first historical event that changed me was passing of my grandmother and then the passing of my boyfriend three weeks later. When you lose the two closest people to you, so close together, your first interaction with death, and so young it changes you. I learned to give people their flowers while they are here and every decision is carefully thought out. I learned early that Life is precious, it is as long as it is short, and because I know that I can leave this earth at any time , I make sure that I am always living a life that I am proud of.

What was your very first job? How long did you have it?

My very first job was an office assistant with my family business, I started filing papers and paying invoices at the age of 11 years old and I still have it!!

I was Catfished

New Years because it the beginning of new possibilities

The responsibilities of this office that people should know about is the responsibility to the people of the community that the office serves, it is a customer service position not a titled position with an expense account.

Excitement and energy are the qualities best suited for the person in this position to battle any apathy because we need to get the people excited about their community and excitement equals involvement, everyone needs something to look forward too!

What qualities does this office possess that makes it a unique and important part of the local government?

This office posses the ability to get the community excited about their lives and were they live which is what is unique about this position.

No, but I believe the person who holds an office at this level should be community service oriented and not a career politician. This position is best suited for a community activist who loves their community and the people in it.
