Biography

Paul Baca was born in Albuquerque, New Mexico. He attended New Mexico State University for undergraduate study. Baca's career experience includes working as a small business owner, and as a president and CEO with the Valley Improvement Association. He has been affiliated with Rotary International.[1]

I am you! I am my neighbors; I am my fellow workers; I am the seniors; I am the laborers; I am the college students; I am the professional educators; I am the forgotten; I am the unrepresented; I am a candidate for only one reason, to collectively represent us and our community to the absolute best of my ability! I will be your ears, your eyes, your voice. I will always seek your input, your thoughts and ideas on every decision which may impact us. My earnest promise to you is, that I will always vote exclusively with your best interest at heart!
  • EDUCATION: Educational goals must continue to be our top priority. My commitment is that I will always strive to ensure that we have adequate funding to provide a quality education, at every educational level for our students. But we should temper funding as the sole criteria, while demanding legitimate fiscal oversight to guarantee that those tax dollars utilized, are commensurate with our goals, and do in fact guarantee optimal results. I completely support New Mexico having the ability to maintain and attract competent instructors and hopefully, return us to that time when our teachers are once again treated like professionals, that equals the grave public trust and responsibility they shoulder.
  • EMPLOYMENT: It will always be my personal goal to help bring in industry! Industry that is clean, compatible, and financially beneficial to my district. I cannot emphasize enough the value of attracting industry that provides new services or products that offer well-paying jobs, where those salaries and profits are invested and re-invested in our communities. It is the lifeblood of any community! My family, for multiple generations, has always been an active and instrumental element in the local business community, with an emphasis on job creation - jobs that would help raise families while simultaneously supporting additional local businesses and expanding our tax base.
  • HEALTH CARE: While although a comprehensive health care policy is largely the responsibility of the federal government, the State and local governments play an extremely important role. If we as a community ever hope to prosper to our full potential, it is imperative that we jointly come together to bring a health care system that has the capability of creating and providing a system that is effective, responsive, and accessible for our citizens. Aside from the obvious advantages of a comprehensive health care system, it is also an extremely important element to attracting 'real' economic development.
ENVIRONMENT: As a State, and as a community we are truly blessed to have resources that afford us the opportunity to pursue and achieve most any endeavor. But while we have an abundance of those opportunities and inherent rights, we also have the awesome responsibility to protect that which God has bestowed upon us, and this, our beautiful State......clean air, water resources that allow for human, as well as agricultural survival, mineral and energy (fossil & renewable) resources that provide employment and financial strength. It is incumbent upon us to fully realize not only the incredible opportunities, but those tremendous responsibilities required for us to successfully pass onto subsequent generations the true glory and majesty of the "The Land of Enchantment".
I look up to my Parents, I follow their example to work hard, be honest, and to be sincere with my words and intentions. My family succeeded in business for over 70 years because of this philosophy. Today, my wife and I operate on the same basic fundamentals that my family carried for so many years.
I bellow that elected officials firstly must be accessible, they must listen to the needs of ALL of their constituents. They must be ethical, hard working and understand that they are truly public servants. The role of Senator is not for status but for access.
I completely understand this District and the State. I have my finger on the pulse of the community. I am a problem solver and have a vision of what this District and our State can look like. We need representation that understands the District and can make changes and improvements to make things better for All. As a parent of 4 children who have all been educated in the Public School System, married for 30 years to a former public educator and as business person and CEO, I understand the assets we have as well as the opportunities that need attention. My investment in this District did not just begin now, it has been something that we have done for years.
To represent the needs of ALL of the District, to listen and formulate decisions based on the facts. To work to better the District and the State.
I would like to make a lasting change, a change that will move New Mexico from the bottom on so many lists to the top, we need to think outside the box. I would like to be remembered as the Senator that helped forge a new direction for New Mexico. I would like people who grew up here to be able and to want to live here as well as attract others to live in our beautiful State.
Serving as the President of the local Chamber of Commerce at the age of 24. Taking a failing organization that was so important to the business community and turning it around, researching and creating a lodgers tax to benefit the community and securing a donated facility for the use of the Chamber and leaving it in sound financial condition.
I worked in my family Automobile Business since I was 10, sweeping the lot, dusting cars, etc. In December 1984 I began working full time in the business and remained there for more than 25 years. The business taught me many life skills but mostly how to solve problems and how to make things work. This is a life skill that will help me in the Legislature.

I have been truly Blessed, my life has been so full. Perhaps the biggest struggle is the frustration I feel when people don't believe that there could be something better.
The system of checks and balances is good with both chambers in place. The Senate represents a larger population which enables us to actually be able to represent a broader area from all parties, because of this the Senate is a bit more balanced and refined.
No, I believe that Legislators are elected to represent the people. They are the voice of the people that they serve and should more than anything, have their finger on the pulse of the needs of the community that they serve. Without access to our legislators the people have no voice.
Education. We need to make an investment in education and look at it from an economic development stand point. As in business, we must be as best equipped as possible to be able to compete, if we build a strong education system, we will have the ability to retain and attract the best to our State.
The Governor and the Legislature should be able to work together to move the State forward. We need to set our egos and politics aside and work for the common good of ALL for ALL!
Absolutely, we need to work across party lines and have the conversation about issues that affect us. We are not unique in our issues and collectively we can make the Districts we Represent better and in the end, it makes for a better State.
Representative John Paul Taylor (Retired). He is a model in how he has lived his life, how he represented his district and the impact that he had and continues to have on the people in New Mexico.
I hear it everyday at my business, the struggles that people deal with each day to provide for their families. We need to bring good paying jobs to the area in order to bring people out and up. It is not uncommon for a working mom with 2 jobs to come into my store and drop 1.65 on the counter to purchase gasoline to get to their second job, this is not acceptable. We are supposed to be the wealthiest Nation in the World yet the disparity of those who have the basic necessities and the excess seems to be widening.
