Paul Borup was born in Logan, Utah. He earned a high school diploma from Evans High School, a bachelor's degree from Utah State University in 1997, and a graduate degree from the University of South Carolina in 2003. His career experience includes working as an insurance executive.[1]

I was born in Logan and met my wife Beth while attending Utah State. We were fortunate to raise our two children here. I had the privilege of serving on the Cache County Council for 4 years where I focused on increasing transparency, improving internal controls, and updating code. I have a solid track record of effective legislation. My professional career has been in the risk management industry. I've served as the Regional Financial Officer for a Fortune 100 insurance company and a product manager for one of the largest insurance carriers in the United States. I am currently the president of a privately held, Utah based, insurance brokerage.
  • Sustainable Growth - Utah is one of the fastest-growing states in the Country, and Cache County is one of the fastest-growing areas. We have one chance to 'get it right'. Platitudes and the same old actions will end up making us look like everywhere else. Our communities need someone with perspective and experience. I’ve lived all over the country and have seen what works and what doesn’t, and I’ve spent 4 years on the Cache County Council working on land use issues. I’m up to speed and can be effective day 1
  • Safe Communities - Our communities are some of the safest anywhere, but we aren’t problem-free. The legislature made well-meaning but misguided changes to the criminal justice system a few years ago. A sustained effort need to be made to update the code with a focus on results, not intentions. Our public safety officials should have the tools they need to keep us safe AND protect our rights. In addition to public safety, I’ve worked with the health department on physical and mental health issues. You deserve a representative that is focused on addressing root causes, not just knee jerk reactions.
  • Sensible Governance -Competent governance is sorely needed today. Every person needs to have confidence and trust in the institutions that make our day-to-day life work. We need legislators who are interested in governing, not grandstanding. Lawmakers focused on effective policy rather than empty performance. My full four-year term on the county council was spent working on improving internal controls, expanding transparency, and updating code language. I have a solid track record of effectively legislating.
As Calvin Coolidge said "It is much more important to kill bad bills than to pass good ones." Our current legislature is passing too many bills each session. They don't take enough time to really refine the legislation that can have a positive impact. In addition, they are reaching into areas that are best addressed by local political subdivisions (cities and counties). I would like to return the legislature to it's 'rightful lane' and focus on the appropriate areas for a state legislature.
I'm fortunate to have a very close family. I never had to look beyond the walls of my home for role models. My Mom and Dad, and my Grandma and Grandpa had the biggest impact on my life. I've spent my life trying to live up to the example they set for me.
There are many books that have shaped my political philosophy. In no particular order:

Democracy in America - Alexis de Tocqueville
The Quest for Cosmic Justice - Thomas Sowell
The Theory of Moral Sentiments - Adam Smith
Do the Right Thing - Walter Williams
A Treatise of Human Nature - David Hume

  • And yes, I've read these books. As a trained economist, I actually enjoy these texts!
Tenacity. A willingness to work with anyone. Transparency. An unwavering commitment to making sure our experiment in self government continues.
Make sure the interests of the citizens are represented...and accurately reflected. People need to have confidence that their elected officials are available, working for the betterment of the community, engaged in the process, and knowledgeable about the issues our community faces
I made the legislature a better place than I found it. That some level of trust in governing institution was restored.
The eruption of Mt. Saint Helens in 1980. I was 6 years old and vividly remember watching the footage on a television that was wheeled into my kindergarten classroom. At that time, having a T.V. in the classroom was a very unusual event.
Bagging groceries. I held that job from the day I turned 15 until I left for college.
The Black Swan by Nassim Taleb. This book totally changed the way I look at life and how to prepare for the 'unknowable'.
Anything I heard at Stardust Sake Center in the 80's will rattle around my head for weeks after I hear it!
Patience. I've always had a bias for action. I've made great strides to becoming a more patient person, but am always working to improve.
There is a natural, and needed, friction between the legislative and executive branches of government. The relationship should be cordial. There will often be areas of agreement, but each legislative session I would expect to see areas of disagreement.
Yes. Especially in a deliberative legislative body. I spent most of my life in the private sector. While many of those experiences were transferable, I am grateful for the knowledge I was able to gain on how to be effective in a legislative environment during my time on the Council. I takes several years to get up to speed if you don't have any experience.
Yes. One vote will never impact legislation if the rest of the body is moving in a different direction. Every effective legislator builds consensus and relationships.
Our current State Senator, Chris Wilson, has been very effective at delivering results for Cache County. Representative Mike Petersen has been an unwavering advocate for the principles that have made Utah great. Representative Casey Snider has been very effective in passing legislation that conserves our bountiful natural resources. They've all been effective and I'd like to work with them as a team to make sure Cache County is well represented in Salt Lake.
During my four years on the Cache County Council, the most impactful stories were from citizens who contacted me because government was working against, rather than for, them. They felt they didn't have a voice so they reached out to me as an elected official for help. I was always happy to respond. We have a representative government and I believe the #1 job of an elected representative is to make sure that each and every citizen has a voice. That is the job of a representative.
A bear and a bunny were sitting on a log in the woods. The bear turned to the bunny and asked if the bunny had problems with poo sticking to his fur. The bunny said no, so the bear picked up the bunny and wiped.
While I have a few personal thoughts on this, I would look to the citizens I represent and prioritize the issues that are important to them.

I am a believer in the institutions that make our community great. It has been distressing to see the loss of trust in government. That needs to be restored. Because of that, I would welcome the opportunity to serve on the House Rules Committee and House Ethics Committee. Given my background on the County Council, I feel I could add valuable perspective on the House Political Subdivision Committee. Finally, with my professional experience and training, I could be very effective on the House Business and Labor Committee.
My entire time on the Cache County Council I pushed for, and was successful in achieving, increased transparency and accountability. I'm proud of the fact I responded to 100% of the calls, texts, emails, and letters I received from the citizens.
