Biography

Paul Hofmann was born in Detroit, Michigan. He earned a bachelor's degree from the University of Michigan in 1980. He earned a master's degree from Rockford University in 2006. Hofmann's career experience includes working as an engineering manager. He has been affiliated with the IEEE Executive Committee and with the Winnebago County Republican Central Committee.[1]

I was born and raised in the Detroit, Michigan area. My Father was an immigrant from Germany where he and his family had survived the Holocaust. I learned a great deal from him about persistence, optimism and forgiveness. I grew to have a profound appreciation of America as the nation that had liberated him and provided a path of hope and promise through immigration and assimilation.

I earned my Bachelor of Science in Electrical Engineering at the University of Michigan-Dearborn. I moved to Rockford and spent 40 years working at a large aerospace company in Rockford in a variety of technical and managerial roles. I earned a Master of Business Administration from Rockford College and through the course of my career I have had the opportunities to develop my Analytical Thinking and Problem Solving based on the number of technical, procedural and policy issues I faced.

I leaned on my listening capability and the ability to collaborate across different functional areas and perspectives to propose workable solutions. I believe that this quality is important for a legislative office. Illinois is facing some serious issues that cannot be addressed without working together.

Additionally, I have had the opportunity to develop my leadership skills by serving as Chairperson and a number of other roles for the local Institute of Electronic and Electrical Engineers (IEEE) Rock River Valley Chapter.
  • Illinois needs a balanced budget that does not rely on more taxation.
  • Illinois needs to grow it's economy and provide opportunities for our children so that they we do not lose them to other states where they find that opportunity.
  • Illinois needs a new direction that includes the legislatures acceptance of the hard decisions ahead.
All public policy issues impact people. As an engineer I have spent my life analyzing and calculating the impact that one entity has upon another. The same principle is applied when enacting legislation. The history of legislation involves enactment and amendment once the impact is determined. I think Illinois should focus on simple principles like not spending more than the revenues coming in. I think Illinois also has to reckon with the fact that the growth of government and the responsibilities that the state has taken on are no longer manageable. People and businesses are fleeing our state because they know what is going on. The Governor and the legislature do not.
Dietrich Bonhoeffer- he stood up to Nazism and worked to convince others to oppose it.
Follow the US and State Constitution, ethical behavior and represent the people of the district rather than special interests or focus groups.

I was not silent during state/national times of crisis
The assassination of President Kennedy. My father was distraught. I was six years old.
McDonald's. It was difficult to find a job because of the oil embargo and deep recession in the Detroit area. I kept it for three years.
Bible - I read it regularly and it's instruction is helpful. The discussion of a great variety of people, their strengths, weaknesses, achievements and failures have helped me to understand and relate to people.

I support the idea of citizen legislators. Thus, nongovernmental experience can benefit the legislative process by bringing a different perspective.
The fiscal situation is dire. Illinois has a spending problem and needs the political will to address structural cost issues (pension, inefficiency, etc.). Plus, it's taxation, corruption and business climate are leading to a worsening situation.
The governor has increased executive power during the Covid crisis. This must be brought back into balance with the Legislature staying in session fulfilling their role in the rules making process. For instance, determining 'essential' businesses seemed inconsistent and impacted small businesses disproportionately.
Yes. Legislators are solving problems and impacting people's lives, operation of businesses, etc. This requires input from various perspectives. The negative impact from unfunded mandates to our educational system is one example that requires legislative review. Relationships with other legislators can mitigate these negative impacts if a communication channel can be established; even when one is part of the minority party.
Maintain neighborhood and simple geographic boundaries. Minimize complex boundaries
The financial challenges small businesses are facing during this COVID crisis. The expansion of one business in the district is encouraging to see but the CEO wrestled with the decision of whether to stay in Illinois. We must make Illinois business and family friendly to reverse population declines.
