Paul Scoggin
Paul Scoggin is a judge for Position 45 of the Minnesota Fourth Judicial District. His current term ends on January 1, 2029.
Scoggin ran for re-election for the Position 45 judge of the Minnesota Fourth Judicial District. He won in the general election on November 8, 2022.
Scoggin was appointed by Governor Mark Dayton (D) on January 2, 2015.[1] He won election to his seat in the general election on November 8, 2016.
Biography
Scoggin received his bachelor's degree from St. John’s University and his J.D. from the University of Minnesota. He was the senior attorney of the property team at the Hennepin County Attorney's Office. He began working in that office in 1984 as an assistant county attorney. He spent a year in 2009 as an international prosecutor for the European Union Rule of Law Mission to Kosovo (EULEX).[2]

The filing deadline for candidates wishing to run in this election was May 31, 2016.[3] Incumbent Paul Scoggin defeated Chris Ritts in the Minnesota 4th District, Position 45 general election.[4]

Primary: He was successful in the primary on August 12, 2014, receiving 24.1 percent of the vote. He competed against Mark Gabriel Giancola, Brian C. Hagerty, Jason T. Hutchison, Glen A. Norton, Daniel Cragg and Bridget Ann Sullivan.
General: He was defeated in the general election on November 4, 2014, after receiving 38.6 percent of the vote. He competed against Bridget Ann Sullivan.

Judges of the Minnesota District Courts are all chosen in nonpartisan elections to serve six-year terms. Candidates compete in primaries, from which the top two contestants advance to the general election. Sitting judges must run for re-election if they wish to serve additional terms. While party affiliation is not designated on the ballot, incumbency is. Sitting judges who reach the age of 70 while in office are allowed to serve until the last day of their birthday month.[7]
The chief judge of each district court is selected by peer vote for a two-year term.[7]
Judges of all courts are required to be "learned in the law" and under 70 years old.[7][8]
