Ritter-Lipscomb earned a B.A. in behavioral science from Mercy College and an M.S. in adult education from the North Carolina Agricultural and Technical State University.[1]

At the time of her 2017 run for city council, Ritter-Lipscomb was an intervention specialist for Guilford County Schools. Her experience also includes work as a youth development coordinator and parent liaison and service as a cofounder of the outreach organization Warriors, Inc., the chair of the executive board of the Mt. Pleasant Christian Church, and the organizer of the Greensboro Youth Summit and the Rosa Parks 50th Anniversary Observance.[1]

Greensboro, North Carolina, held a general election for mayor and all eight seats on the city council on November 7, 2017. A primary election was held on October 10, 2017. The filing deadline for candidates who wished to run in this election was July 21, 2017.[2][3] Incumbent Sharon Hightower defeated Paula Ritter-Lipscomb in the general election for the District 1 seat on the Greensboro City Council.[4]

Ritter-Lipscomb's campaign website highlighted the following issues:

1) Affordable Housing - Affordable housing is important not only because it has a positive impact on the health and well-being of families, but also because it has a positive impact on the city as well. A workforce with stable, quality housing will attract employers who can bring better jobs.
2) Transportation - The city council can play an active role in economic development by expanding transportation services so people in economically struggling areas have access to better jobs and services. Without adequate transportation and day care, economically disadvantaged people are unable to participate in the economic growth of this city.
3) Relationships - We are all inter-related – police department, fire department, transportation, water resources, parks and recreation, etc. – all of us. The city council should improve its relationship with all bodies because when we improve our relationships, we can improve our communities. Better Relationships…Better Communities[5]
