The Pennsylvania Judicial Qualification Amendment was not on the November 4, 2014 ballot in Pennsylvania as a legislatively referred constitutional amendment. The measure would have required that appellate court candidates be screened by a 15-member commission. The governor would have then selected an appointee, to be a approved by the Senate from the screened list.[1]
The measure was introduced in the House by Rep. Bryan Cutler and Rep. Josh Shapiro. Additionally, the measure was also introduced in the Senate by Sen. Jane Earll.[1]

In Pennsylvania, an amendment can go on the ballot after just one session, but only if the legislature declares an emergency. In the absence of an emergency, the amendment must be considered in two separate legislative sessions. The measure was not voted on in two separate legislative sessions and therefore did not appear on the 2014 ballot.
